LOL, I have many ideas, each of them as unlikely as the next. So let's remove them from the way one by one (hunting for a hint):
Parts of the riddle make me think of a wand with a dragon heartstring in it (too vague - I know!) or of phoenix feather.

LOL Julia, you never know. One of those unlikely ideas might be the right one! But it's nothing to do with dragon heartstring or phoenix feather, either within a wand or without. Although, there could be a vague connection there actually. Would it help if I said that 'the doctor' is not a HP character, but you will all have heard of him.

Another interesting guess Julia, but it's not the red telephone box which is the visitor's entrance to the MoM, and the Doctor clue does not refer to that particular doctor.

Lady Arabella, in our riddle tradition, Running Gag #1 means Snape. In the recent past, Snape has been the most frequently occurring guess. Riddles have had a tendency to sound like Snape - at the same time, I don't know if any of us has ever written a riddle where the answer was indeed Snape. (There were lots of Snape-related riddles though.)

The Kreacher guess makes me think of other house-elf related guesses. The punished beyond measure and the scowls in times of leisure seem to fit - house-elves like to work. So I'll guess Dobby.

Julia, your hint makes me think of the Hand of Glory for some reason. After all, it is 'unarmed', being just a hand. It could be considered a 'Grim, unlikely treasure.' However, it's not really in the direction of human-related guesses so I doubt it is correct, but let's just get it out of the way anyway.
