LOL, I have many ideas, each of them as unlikely as the next. So let's remove them from the way one by one (hunting for a hint):

Parts of the riddle make me think of a wand with a dragon heartstring in it (too vague - I know!) or of phoenix feather.

LOL Julia, you never know. One of those unlikely ideas might be the right one! But it's nothing to do with dragon heartstring or phoenix feather, either within a wand or without. Although, there could be a vague connection there actually. Would it help if I said that 'the doctor' is not a HP character, but you will all have heard of him.

The doctor made me think of Doctor Who from the start, but this suspicion does not help me much.

Another interesting guess Julia, but it's not the red telephone box which is the visitor's entrance to the MoM, and the Doctor clue does not refer to that particular doctor.

Behold! (This is a nod towards 'beauty is in the eye of the beholder' which is very appropriate when considering Veela, hence why I repeated it twice).

(Looking at the Veelas causes males to become entranced and mesmerised, as if they were under a spell)

Like the doctor and his friend you seek (Yep, Dr Jekyll and Mr Hyde, a hint towards the Veelas split personality)
I'll send you into space. ("Did I tell you I've invented a broom that can fly to the moon?")
Fair or foul with a fiery heart (Again, a hint at a split personality, also foul is a play on words as the Veela are said to have bird-like features when they're angry - foul/fowl - also they throw fire, hence the fiery heart)

Snape is a great guess for your intriguing riddle Julia. It's nice to see a return of Running Gag #1. One of these days you actually will write a riddle about Snape!

This doesn't fit all the clues, but I'll guess Detention with Dolores.

Thanks for the new guesses, Azi and Lady Arabella! The answer is neither Draco Malfoy, nor Argus Filch.

Lady Arabella, in our riddle tradition, Running Gag #1 means Snape. In the recent past, Snape has been the most frequently occurring guess. Riddles have had a tendency to sound like Snape - at the same time, I don't know if any of us has ever written a riddle where the answer was indeed Snape. (There were lots of Snape-related riddles though.)

Running Gag #1 = Severus Snape

Running Gag #2 = Harry Potter

Running Gag #3 = The Elder Wand.

The Kreacher guess makes me think of other house-elf related guesses. The punished beyond measure and the scowls in times of leisure seem to fit - house-elves like to work. So I'll guess Dobby.

Interesting guesses, Choices and Verity! The answer is neither Sirius Black, nor Dobby.

It is amazing how many characters are "punished beyond measure" in the HP universe...

In general, human-related guesses are more in the direction of the answer than elf-related ones (but, please, take this hint with a bit of caution). There is one thing though (besides the punishment connection) that the answer shares with house-elves. I'm adding an "official" hint below.

Julia, your hint makes me think of the Hand of Glory for some reason. After all, it is 'unarmed', being just a hand. It could be considered a 'Grim, unlikely treasure.' However, it's not really in the direction of human-related guesses so I doubt it is correct, but let's just get it out of the way anyway.
