Okay, pinpointing where this came from was the hard part. Initially, I thought it was from HBP--after the whole Ministry debacle--but it isn't. It's from Chapter 2 of GoF. Harry, who is back with the Dursleys for the summer, is trying to decide if he should write to DD to tell him about the (Frank Bryce) dream and being awakened by his scar hurting. He is also imagining what Ron and Hermione would say if he told them about it ... which is why "Who asked these questions?" is a trick question. Harry is carrying on an "inner dialogue" with Ron ... imagining Ron would be saying this. Right?
