That last sentence doesn't really make sense.
Sir, I think what Harry means he is surprised that ... such a thing is possible.
We either need to change 'what' to 'that' or add an extra 'is that':
Sir, I think that Harry means he is surprised that ...
OR
Sir, I think what Harry means is that he is surprised that ...

I'm confused...is Harry playing dumb here? Is he thinking of Regulus all this time, and just wanting Kreacher to suggest him and get all the credit and joy of having such a great idea, or is Harry really in the dark about who would be a good portrait-mate for Walburga?

Trying to remember who Araminta Meliflua was could have reminded Harry of the Black family tree and his conversation with Sirius, which could have led him to think of Regulus. Anyway, it doesn't really matter.
