At first I thought it was about Marietta Edgecombe, but the comment about hiding her face "under the frame" means it probably has to be someone else ... maybe in a moving wizard photograph. That's about all I can figure. Perhaps the photo is really old or it's been ruined or something. Anyone else have any ideas?

Soli, the quote is correct, and your guess is correct, too: it is indeed a moving photograph which has been ruined - a bit.

It is the photograph of Percy's girlfriend, Penelope Clearwater, in PoA. The photograph was with Percy in the Leaky Cauldron and Percy was accusing Ron of dripping tea on the photo resulting in what is described by the quote. The speaker is an irritated Ron, talking to Harry.
