I'm thinking that Wilbert is not there to enlist Lockhart's help with the investigation, but to persuade him to lend his image (and his winning smile) to an advertising campaign for the League's sneakoscopes, to counteract the effect of this other one being released. But that's just an idea. Feel free to ignore it.
