Ya'll are close, so let me see if I can clarify some of the questions......
#2 If this thing was done, it would be tangible in that you could see and touch the one doing it, but since it is just talked about, we do not see it in tangible form.
#5 The activity in which this is seen is a part of life at Hogwarts, but it is also seen in the wizard world outside of Hogwarts.
#20 This is a very important clue.
#22 Although it takes place prior to this game, it is definitely connected to it.
#25 We hear it talked about, but due to a certain occurance, the event we would have seen it in never comes to pass.

Hope that helps.

Re: 20 Questions (Vol. VII)
OK, this is dragging out far too long. I will reveal the answer in a "spoiler" and you can either read it or you can continue to guess.
Sorry this was so difficult. I promise in the future to come up with something not as puzzling.
- Answer:
- The thing I was thinking of is the "Sloth Grip Roll". Harry and Ron were discussing it on their way down to breakfast one morning and how Angelina wanted them to practice it for their up coming game with Slytherin. They then see the new Educational Decree #24 and realize that Quidditch has been cancelled by Umbridge.
