The Letters from No One, or Harry's Hogwarts Letters.
I came to do my duty but I failed.
A letter arrives to inform Harry he has been accepted at Hogwarts, but Harry doesn't get to read it.
I multiplied myself to no avail.
More letters arrive but they are confiscated by Uncle Vernon before Harry can read them.
Relentlessly pursuing,
Mental faculties undoing
Uncle Vernon takes the family away from home to get away from the letters, but they keep following, driving Uncle Vernon crazy in the process - admittedly a very short drive.
You can't escape from me though storms may wail.
Uncle Vernon takes everyone to the Hut on the Rock in the Sea, quite sure that no letters can reach the hut. But in the middle of a howling storm, Hagrid arrives with Harry's letter, which Harry finally gets to read.

The hint definitely helped. It made me think that the answer must be in the first book, and as soon as I thought of that, the answer came to me. The clues all fit so well, I knew it had to be the right answer - the mark of a good riddle, in my opinion.
